The rules and regulations of the HCV program are determined by the U. Department of Housing and Urban Development. When a family is determined to be eligible for the program and funding is available, the PHA issues the family a housing voucher. Applying for affordable housing can be difficult at times. Families apply to a local public housing authority PHA or administering governmental agency for a Section 8 certificate. The PHA pays the landlord the difference between 30 percent of the household's adjusted income and the unit's rent.
